Your personal use of government property is still government use — and wrongful behavior is always wrongful.
Only very limited personal use of government property is acceptable. Certain activities are always prohibited on government computers, phones and other devices at any time, no matter where you are at the time. These include:
Viewing, creating, sending or arranging to receive sexually explicit videos, photographs, jokes or other materials.
Pyramid schemes, gambling, betting.
Buying, selling or arranging to use illegal drugs.
Working for an outside employer.
Operating an outside business.
Do the right thing. It’s what our customers trust us to do.
Use government property only to achieve our mission.
Supervisors conduct driving observations to identify and correct unsafe actions that could cause accidents. PS Form 4584, Observation of Driving Practices, is used to improve employee performance at the wheel.
How often are observations conducted?
Non-career: once per quarter.
Probationary (0-3 months): 30, 60, 80 day evaluations.
4-23 months postal experience: once per quarter.
More than two years postal experience: twice per year.
Driver observations provide an opportunity for supervisors to give recognition for safe driving practices and identify unsafe practices in need of improvement.

All facilities must have a way for employees to call local emergency services. If telephones have calling area restrictions, make sure procedures are in place to allow a call to the local 911 dispatcher, such as a programmed speed-dial system. If there is no 911 service, make sure the phone numbers of the local police department, fire department, hospital and ambulance or first aid service are posted and provided to all employees.
Call 911 to request service from police, fire or emergency medical services in emergencies.
